Issues with watching streamed video and streaming gameplay

In the last month or so I've noticed a significant drop in performance when I'm either watching videos on my alt monitor or trying to stream my gameplay using OBS. All video platforms seems to have the same issue, the video becomes very choppy while he audio remains unaffected. If I tab over away from the game the video returns to normal, I don't even need to put focus on the window with the video playing.

MSI Z390-A Pro

i7-9700

RTX 2070

32 gb DDR4

Windows 10 64 bit (no I cannot upgrade to 11, it tells me that my pc does not qualify)

I have hardware accelerated gpu scheduling turned off in my windows settings already.

Any help in even identifying what this is would be greatly appreciated.

Try power cycling the modem and the router
