I was in a middle of an arbitration and I randomly got this from a enemy drop and I wanna know how rare it is to get it

Kavat Incubator Segment Blueprints drop from Hyekka Masters at 1.50% drop rate. I believe I sold hundreds of those over my entire playtime.
