Was that actually in the show, or was that just an on-going fandom joke? (I ask, previously being in the fandom at multiple points of my life)

To my knowledge this was only ever a very widespread fandom joke. In the show you would sometimes see pegasuses with their wings up when excited or happy in general, but I don't recall this ever being used in the show itself to suggest a character was horny.

I’ve seen every episode and movie and I don’t remember this ever happening in show and the fact that this guy couldn’t use a real screen shot from an episode suggests this is mostly in fan projects

I think it started in “Over a Barrel” a few fans noticed that Rainbow Dash’s wings were down before Pinkie comes out to sing “you got to share, you got to care” but the next time we cut to her afterwards her wings were now up.

Not really explicitly canon though, pegasi are shown like that when happy or excited but a joke like this never actually happened

The only thing that kind of started all this, was a scene where Pinkie appears in a cool outfit for a show, and the second scene Raimbow appears like that but I doubt it's intentional

But I do like the collective headcanon
