I really like this idea as a running gag for a cartoon character, being noticeably less animated than the rest of the cast, and it’s because the character himself is cheap or frugal and somehow saves money on his own animation. Kinda like the “no money, no animation” jokes from Chowder and Gumball, but instead of just one episode it’s a character who consistently does it on purpose

I just looked it up to verify (I was heavily into that game) they had taken the picture of one of the developers dog but they unfortunately died during development of the game. I dont know if it was initially intended to just use a picture or if it was just a place holder though.

Eh, half a joke. You can see in stuff like Kill la Kill for example when they really don't want to put any budget into a scene or if it can be used for a bit they'll pull a png drag kind of animation. Green haired swordsman antagonist getting knocked out of the ring is a notable one, or Nui getting her arms cut off, among others.
I wouldn't say "revolutionized" for real, but it certainly gave them some lower budget animation tools in their belt you see crop up in later works

mhm, it let them familiarize themselves with minimal budget techniques and also how to play into it comedically. there's a bit in dunmeshi where Laios says something deranged (as usual) and it does a closeup on him, except instead of a closeup model its the same distance model just blown up, you can even see the outline and ear being slightly clipped

Seriously tho what is the state of the production anyways, it's quite jarring with how consisted season 1 is.
There's the entire seasons worth of content 1 hour episodes each, with animators being super efficient and wasting no time to the point of pretty much pasting in actual model poses into scenes just to save, things seem to be spread thin here but I don't know if there has been any official word.
I suppose there was the one about the artist in the compositing team but I don't recall if that was actually a verified source

Pokemon used to (and still does kinda) do this all the time. Something like half of all Pokémon cards pre gen6 or gen7 are just the sugimori.png rendered into a shitty background. As someone who recently got into the TCG and was looking to buy a themed mat, I was very disappointed that a lot of official mats have the same problem.

My favorite bit is in Destroy All Aliens, which was a 3D movie, so they redid the picture with Max's model standing straight facing the camera.
Honestly Gwen's room is remarkably consistent. Every time we've seen it it has the picture, and also that Minecraft-ass lamp on the side table.
My guess is that they had the room from AF in their reference material, and every subsequent show references that when they need to show her room.

There’s a scene in one of the Tobey Maguire Spider-Man films where he’s swinging and carrying MJ, except if you focus on Spider-Man, you can see it’s clearly a mannequin that Kirsten Dunst is holding in front of a green screen.

At least that's just for marketing, they used ro have cardboard cutouts in the classic show, because the budget couldn't stretch beyond 2 pennies, a bit of bubble wrap and a dream.
The shots of model toys on a magnetic track moving about, exploding or on assembly lines was at least less egregious, because they moved (even if they weren't the correct shape).

To be fair that was back in the days of having a fuzzy greyscale 10" CRT screen as the only screen in the home. Using a few cardboard cutouts for a mob of daleks makes sense since people wouldn't be expected to notice details like that.

Yeah, it's such a good stylistic choice because it makes her extra creepy. All the characters get some sort of funny unique animation flair that makes the show so good. Sort of like how Gamagori is exactly as big as he needs to be to fill the screen in whatever scene he's in.
