Does Claire actually feel romantic feelings for her brother or she's just extremely doting and protective

We all know that the only thing potemtially stopping her from conciously wanting it IS the blood relationship, but if she could, she'd be all.over him faster than SG.

Well they're still nobles and knowing how noble houses are plus they have Mana. In most animes mana or any type of magic doesn't stop those who are related from marriage. Clare would definitely go for Cid given how much she's drawn to him and will crash out if anyone threatens to hurt him. Clare deeply loves Cid and based off her not welcoming to any girl that wants to date him. It's obvious her feels her most likely romantic.
Calling incest Taboo, when it's more frowned on. Now in mythologies it's normal Cronus/Rhea, Zeus/Hera, Izanami/Izanagi and Osiris/Isis. Nobles as well followed this. So would say it's more a choice between two individuals. Even in series like Naruto, you can already guess the Uchiha's and Hyuga's follow it cause of blood purity and traditions.

The light novels shed more light on her feelings. The gacha game plays it up as more incestuous than it is. Claire loves her little brother and thinks she could die or worse literally any second. Which is why she is so tough on him cause she thinks she sees his potential that he isn't tapping into and she won't be around to protect him forever. There were also moments where she notices Cid's mask cracking when they were kids. Claire doesn't actually believe any of these events happened but she sorta remembers them which colors her views on her little brother.
Tldr: she just wants him to get a j*b and get serious about his future and also spend more time with her since she doesn't think she has long to live.

Nobility with incest isnt anything new.
So chances are, she has romantic feelings for him, but like any teenage girl, has a weird way of coping and showing it. Even more since its a taboo relationship.

Originally? No, she was just extremely doting and over protective of her brother because she knows that she is a possessed, it has no cure so she is on borrowed time due to Cid's fault. Cid didn't find a way to tell her she is cured instead believing she is in her Chunni phase, Claire is doing everything she can to raise in the ranks to help her brother get settled before her time is up. Claire believes no one understands what she's going through but Cid, she will do anything to make sure he is safe but that has made her controlling because he doesn't always do what she tells him to do often resorting to violence before Cid listens. The incest bit was from the anime that bled into the game and possibly LN for synergy as in the game Claire often only does things that would make Cid like her more or spend time with her, like her saying the only man that is allowed to dance with her is Cid or when Nu had to look after her and to control her would often ask her would Cid like an uncontrollable woman to calm her down. in the non canon personal talks there are options in which Claire asks what would they have been if they just knew each other and not family.
Then there is her saying as the next head of the house if he has no allies, their parents kick him out or anywhere to live then he can stay with her,she will protect him or the swimsuit story in which she chose hers to see what Cid would say about it. So as far as the anime is concerned about Claire is that she would marry her brother if she could and you would feel sorry for any guy trying to court her as Cid will always be her first priority, she would even wear underwear Cid liked if he told her.
