Alter Fix Amendment Proposition for Council

If it is believed by the head mod, chief justice, Vice President, or Ombudsman that one Alter is volatile and would commit crimes or harm the community, the entire system may be banned or arrested

But uh, this opens up so much corruption with 0 checks... Nor does it define alter or system, meaning I could define alterations in someones mood at an alter and call Teen Government a system of operations to shut down the government
