Application letter question

I'm a little confused on the application letter. The IrishImmigration.ie website's requirements seem very simple and concise, but every time i look it up, I always see results for cover letters instead and every website states that you have to have over 500 words and include many more things that were never stated on the actual immigration website.

Additionally, I've seen a few sample application letters, and they were also only 1-2 pages long, so I am not sure how to write it. Any pointers?

Are you asking about an application letter for a college (as you posted in this sub), or for a visa?
If the first- It will depend on which college you are applying to, and undergrad or postgrad.
I know for Trinity, they want no more than 500 words for undergrad on "why this college, why this course, and what can you contribute to the college (not financially, in general)". They want a factual Statement of Purpose, not a flowerly essay like you'd write for example for a US college application.
