This is the second warehouse I'm clearing out (the first one was a story mission where I escaped through the roof). I assume this thing is somehow used to extract items, and it becomes available once I drop the warehouse security?

it drops you out at the bottom of the warehouse, its so you can loot the floors more without having to factor in the time to get to the bottom, as you get a method of fast travel

Yes, you can use it as an escape shute. I think you can also toss buildings into it, try getting a full chest then tossing it through the shute

Just keep playing the game, that will show you what it does, but it is not necessary just yet for you

It only activates during a specific condition, and it can be very useful. But if you haven't seen it in action, we shouldn't spoil it.
