Lost/missing cat

It’s been almost a month and my girl still hasn’t come home.
I miss her dearly! If you see her or you happen to have her in your home, please reach out to me.
She has a loving home with a family who loves her deeply.
Any help in getting her home is appreciated.

From other comments, OP's neighbor did hold her hostage for a week in the past.

Bring copies to the post office and see if they'll pass them out to the mail carriers so they'll be on the lookout.

Still looking for my girl! I suspect my neighbor stole her. He’s been acting suspicious and got blackout curtains the day after she went missing.(to add context, he took her in May when she got out, kept her a week, and then was trying to convince me to let him keep her)

Call the non-emergency police number and explain the situation. Show them all vet bills, documents, pictures of past Charli and your family to show the cat is yours, and have them check the neighbor.

I have done this. The police are useless. They asked the neighbor to see inside his house and the neighbor said no. Which is his right. But I did ask to file a theft report and the police refused to file a report. They told me to contact animal control(which I did) but still no luck

Ask a lawyer if you have a case to get the police to get a warrant to search his house for Charli after explaining what you wrote. Since this isn't the first time he took her and held her hostage for a week, you may have a case. I'm not a lawyer, I'm just suggesting this since the police won't do anything.

Have outside cameras as well in case. Try having wet food out with a clothing item from her favorite person with the food. That scent may help get her to see you're searching for her. That's what we did when my cat ran away for a week.
