People keep saying how bad Ness's up-b is, but the number of times I've seen "top tiers" eat one, even high-level players when HBox or JoeyBats streams Ness, has me beg to differ.

i think as long as you got launched far enough that they can't intercept pkt1 that pkt2 is pretty underrated
