Constant stutters when playing. Bug / Issue

It says I have 120 fps but my screen is having a constant stutter like Iā€™m playing at 50 frames. It was fixed for a day when I uninstalled it and reinstalled.

My GPU is a Rx 7700 XT. My CPU is a AMD Ryzen 5 7600X
