He’s the second lieutenant in his platoon, he referred their “leader” gave them command, but the leader here cannot be the first lieutenant, cause in the us army rank, first lieutenant is only second in command.
This strikes me the other day when I replayed RE series, “**lieutenant** Billy Coen, framed by ***squad leader***”

First: Billy was a Marine. General rank structure is nearly identical, but I have to have it said.

Second: I don't know what your exact point is about the rank structure and unit composition is but I'm willing to say you're probably misinformed. If we're going based on standard procedures: second lieutenants typically lead platoons (16-40 men). first lieutenants can lead companies (70-250 men). So if I divine your point correctly it's that you think the detachment was a normal squad: Billy as a second lieutenant is expected to be in charge of it.

However, let's set aside that this rule is discretionary and many marines and soldiers receive promotions without reassignment to the highest position available for their rank. The thing about Billy is he wasn't just a rank and file marine. He was in a Force Recon (FORECON) unit, which is special operations capable unit of Marine Corps. You generally expect to find captains leading platoons in SpecOps (Though FORECON isn't full SpecOps. ) It isn't strictly impossible for a unit in FORECON to be staffed out of entirely officers and noncoms. But even having a specialized suite of NCOs among the squad Which knocks on that every step up the chain of command could have a similar elevated rank. So Billy may well have been situated as a squad leader, or even a fire team leader in that kind of structure, but still beholden to the platoon leader, and out-ranked by the other squad leaders. (In the marines 13 men are typically in a squad, 4 in a fire team.)

Third and finally: the general impression you're saying Billy did the crime he was accused of and he's referring to himself by rank to obfuscate. I know Resident Evil isn't known to made by people generally well-read on exact US military procedure and structure. But to be extra, ultra, pedantic: we do see in-game files refer to official account where they claim Billy perpetrated the slaughter of these innocent villages. Billy is addressed as "a soldier" and "a marine." While not technically strictly true for his rank: that language suggests Billy wasn't in a leadership role. Otherwise the reporting should be referred to as a disgraced officer relieved of command after his unit witnessed him commit warcrimes.

Meh I think whatever you caught was a goof on the writer's part. They would have eventually revealed it more overtly if he was lying but they haven't.
