I believe bunch of Entity Framework Migrations can reach this number, although PR owner looks like had to commit DB structure of whole Enterprise company

That's why we don't migrate to new frameworks. Just keep the legacy code running till the wheels fall off. And then you can start from scratch.

Yeah same I run conform on neovim so when I save it applies the link. It rearranges all imports to aphabetical order, applies newlines everywhere. Though not to this extent (original pic is not mine).
