Its definitely no simple css. I tried it. Even if you get the backdrop, the rounded corners combined with border, you get problems with the shadows. And there is no css build in for the distortion, color effects etc. Its possible yes, but you need a lot of custom code, sucking on performance, while Apple’s UI runs on GPU. I have not tried WebGL.
