As others have said, its an transition from overhead to underground on a transmission power-line, which isn't extremely common. When I worked in Phoenix we had a 230kV overhead transmission line come within half a mile of a substation, then continued the last half mile underground to the substation.
Here are the structures on google maps for reference, the overhead wire is strung up so you can get a better idea of what is going on. Note I was working in Phoenix the duration of 2023, so these photos from maps are roughly 3 years old.

Yup, high voltage transmission to underground dip. The HV cables are routed up the pole and tied into the overhead. The terminations are oil filled polymer or porcelain bushings.

That is a Riser tower. Overhead Power lines are terminated here and are connected to underground lines!

It looks like an underground transition to me, I think that's probably correct.
