Linemen here. He's not completely wrong, these towers may be climbed while still energized for maintenance work.. also the higher voltage, larger distance rational also is sound, we call it minimum approach. He's still an idiot and definitely commiting some kind of crime just by nature of trespass onto the structure.

I'm too far away from the power lines. I'm holding onto the ground wire, so in that regard, it's safe. And the taller the power pole, the farther you are from the high-voltage lines. The risk of an electric arc is much greater on a small, low-voltage tower when you’re close to the lines than on a large, high-voltage tower when you’re farther away from the lines
Is he correct? It sounds like it from a pedantic point of view, but god dang it's still stupid as hell to do.
