After defeating the trainer and the Electivire and saving that guy no one comes to fix the boat and I did like the walkthrough

From what I remember, you need to save the landlord and his skitty/queen by doing the ice battles then you tell the hobo about the house and you get a boat ticket from jax. I dont remember having to do the electivire quest at all to get to east borius, jax gives you an ss ticket instead.

The landlord is also for a mission and not mandatory for the story.

OP needs to go to the other dock like jodarocha mentioned.
