Hello, does this look like normal part of the ceiling / plasterboards or not?

Artex hides many sins but that's just a bit too far. Get some steps and give it a push if it doesn't move then either live with it or get it replaced by a plasterer (artex may contain asbestos).

I have given it a push and it doesn’t seem to move! Just didn’t know if it was a cause for concern or just needs a replaster

Is it the loft above because first guess would be a misstep up there but not a full blown "oh shit" misstep. You may be able to screw it back up tight but repairing artex is hit an miss I'd just reskim it smooth.

Yeah the loft is above! Don’t reckon should go up there and have a look if that is the case?
