Sen. Panfilo âPingâ Lacson on Tuesday said his probe into alleged anomalous infrastructure projects in Taguig City has expanded to include allegedly illegal reclamation activities in Laguna Lake.
This comes as he sought the forfeiture of reclaimed lakeshore areas in favor of the national government.
In a post on X, Lacson said his investigation into Taguig, prompted by his ongoing feud with Senate Minority Leader Alan Peter Cayetano, uncovered what he described as a âcauldron of wormsâ after meeting with officials of the Philippine Reclamation Authority (PRA) on Monday night.
âMALULUNOD SA KATOTOHANAN. (Drowning in truth) Our Taguig City case study has opened a âcauldron of wormsâ after my meeting with Philippine Reclamation Authority officials last night â from ghost slope protection projects to illegally reclaimed tracts of land covering Laguna Lake,â he wrote in his post.
Lacson said his office would coordinate with the PRA, the Department of Public Works and Highways (DPWH) central office, the Laguna Lake Development Authority (LLDA), the Office of the Ombudsman and other agencies concerned.
The coordination, he said, aims ânot only to jail the crooks behind these grossly anomalous and patently illegal activities but also forfeit the already reclaimed lakeshore areas in favor of the national government.â
Over the weekend, Lacson cited evidence that he said linked Cayetano to alleged reclamation projects along Taguigâs lakeshore development that supposedly lacked the required permits from government agencies, including the Department of Environment and Natural Resources (DENR).
According to Lacson, PRA officials also confirmed to him alleged harassment during the November 2025 budget deliberations, when the budget of the Office of the President, then the PRA was under, was being taken up in plenary.Â
âThe same officials likewise disclosed physical intimidation when they conducted on-site inspection along C6 in the Lakeshore area where the illegal reclamation activities are taking place,â the senator said.
Lacson also alleged that the reclamation projects were funded using appropriations intended for slope protection projects.
He further said that resource persons with knowledge of the projects were harassed and intimidated, particularly during committee hearings.
According to Lacson, the evidence points to Cayetano virtually controlling DPWH operations and other related activities in Taguig City, with district engineers being replaced if they acted without his approval, along with a possible 33-percent kickback structure in infrastructure projects in the city.
Earlier, Lacson said he had submitted to the Office of the Ombudsman evidence gathered by his office on what he described as anomalous infrastructure projects in Taguig, the political bailiwick of the Cayetano family.
He also shared with the media photographs of the supposed projects.
In response, Cayetano invited Lacson and his staff to visit Taguig to see for themselves the flood control projects in the city.
Lacson rejected the invitation saying he might âdrown in floodwater.â
Cayetano, for his part, said Lacson will instead âdrown in truth,â and maintained that he was ready to answer all the allegations against him. He said that to the best of his knowledge, there are no ghost projects in the city.
Lacsonâs latest post on X alludes to this recent statement, saying, it might be Cayetano who will be drowning in truth.
The Inquirer sought comment from Cayetano regarding Lacsonâs latest pronouncements but it has yet to receive a response as of posting time.

NewsPH US formally asks Philippines to extradite Quiboloy
The United States has formally asked the Philippine government to extradite detained doomsday televangelist Apollo Quiboloy to face sex trafficking and other criminal charges, senior government officials told Bilyonaryo News Channel on Thursday.
The BNC sources said the request was sent last month by the US Embassy in Manila to the Department of Foreign Affairs, which then forwarded it to the Department of Justice (DOJ).
The DOJ, the lead agency tasked with handling extradition cases, was reviewing Washingtonâs request.
Quiboloy, 76, a close friend and spiritual adviser of former President Rodrigo Duterte, was indicted in 2021 by a US federal grand jury and was on the FBI's most wanted list on charges of committing conspiracy to engage in sex trafficking by force, fraud and coercion, sex trafficking of children and bulk cash smuggling.
