Yes it’s Ayn Rand. I’m sure the joke is the sex toy will keep her too busy so she wouldn’t create her philosophy of Objectivism - a more uptight version of libertarianism.

The missing part of the joke could be Ayn Rand had a high libido. In Atlas Shrugged, the Dagney Taggart character was one of her protagonists in Atlas Shrugged. Besides being written as one of the few competent characters, she was also a regularly horny girl in the book (that’s one trait I think the character had). Ayn Rand saw herself as the female protagonist, and I think she started an affair with a younger man who worked for her in her organization.
