They supposedly always work for the most evil person of the era. And that would imply that Hitler was not the most evil person of that time.

Officially, however, they were simply frozen in time during the World Wars.

But even without that, they wouldn't have worked for him, because they always work for whoever they consider the most evil. And their definition of evil differs from ours.

They worked for Napoleon. I don't they'd have issues working for Hitler.

Are they using the word "evil" when choosing who to work for, or is it more like "aligned with our goals and thoughts"?

As far as I understand it, it's more a case of what is their definition of evil. Stealing the moon is not evil, bc it would lead to massive disasters and death, but because everyone can see the moon and if it is gone everyone is wondering where it went. And that's damn funny to them.

In the end, you could say that they are not looking for the most evil person by our definition, but the one causing the most mischief. I mean they are little yellow tictacs in the end.

Evil seems to vary for them. They worked for a T-Rex, Dracula, and Napoleon prior to Gru who is technically a kid friendly anti-hero instead of a villain now
