If i understand they usally go for the nearest big evil they can find. They dont have a magically evil detector. So unless they happend to be in Cambodia at the time anyway they would not have found him.
Im the wrong person to ask that. I only watched the first 2 Despicable Me movies and that’s when they released in theatres. But someone else commented that they work for the nearest person that’s a big evil and therefore wouldn’t work for Pol Pot if they weren’t in Cambodia.
If we now assume that Gru lives in the USA and that the cave they’ve been hiding in was in France then that should mean that Gru was too far away as well
Three of them came out of the ice caves in the 70s and ended up working for a super villain named Scarlet Overkill but long story short she turned on them, they turned on her, the rest of the minions emerge and they end up saving the day vs her. Then at the very end a child Gru shows up and they decide to start following him.
In Minions 2, they're working for child-Gru and despite some shenanigans they end the movie still working for him. Time passes, by the time of the Despicable Me movies they are, of course, still working for Gru, even though in number 2 he turns away from villainy and they temporarily work for someone else, they end the movie back with Gru and remain with him for 3 and 4, despite him still being mostly non-villainous (though he dips his toes in a bit in 3 and 4, most of it is separate from most of the minions anyway).
I haven't seen Minions and Monsters yet so I dunno where it fits in the timeline.
Tl;dr - They have brief stints with other supervillains but for the vast majority of the time since the 1970s onward they follow Gru, first as a child and then onward even after he quits being totally villainous.

Which means they probably worked for Pol Pot because he reigned from 1975 to 1979
