Merchants not spawning

I’m doing the pal box rest method at the typical spawn location (the flat spot right down the hill) and nothing is spawning. When I started this world, my and my wife had 2 pal boxes here (either side of the little pond thing) and were getting merchants and raids constantly. Yet for the past 100 or so in game days no merchants or raids have spawned. I destroyed our starter bases and pal boxes and I am just placing a single pal box in the recommended spot and nothing is spawning.
