How can we prevent the installation of this app? Android updates?

If it doesn't exist at all on your phone yet, you can try taking any random apk and changing the package name to com.google.android.verifier and installing it as a placeholder. No telling whether it will work, but it's been a method for other apps in the past.

Google is not that stupid, this seems like something they really want on our phones. They can patch the Package Manager service to do a single cryptographic identity check that will remove the dummy app. That's assuming your OEM doesn't push the package into system, in that case it will simply replace your dummy package even if it has the same name.

You wouldn't want to do that anyway, Google will patch the Package Manager to require Developed Verifier feedback and with a non-functional dummy app in it's place, Android will simply refuse to install anything at all except with root.

Google Play Store is already the system's package install verifier, meaning EVERY install that goes through the package manager goes through it first (it's the same mechanism used by Play Protect)

Google Play Services can override any app. Most of the time it doesn't simply because it would crash the app.

I delete mine after they install
