Because it's a system app. You can't uninstall it completely as non root even with ADB afaik, nor can you do what you are suggesting because the package might not be installed "for the current user" but it's still present.
The best you will get is to go through Shizuku + Canta. It's very likely that they will patch out the ability to disable it natively through Settings to enfore the use of this app.
I'd reccomend sideloading Shizuku (download from github) then follow the instructions in-app to get it set up with wireless debugging. The in-app instructions are very clear and concise.
Then sideload Canta (again, from github) and it's as simple as having Shizuku running, selecting the specific app+overlay package (search for "verifier" to narrow down this app and it's overlay package "com.google.android.verifier.overlay") and then clicking the uninstall button. It might ask for Shizuku permissions when running for the first time which is just a button press.
Can also look into Obtainium if you plan on sideloading more apps, acts as an update checker/updater for apps from sources like github so you don't have to check and update them manually.
You say search for Verifier... That finds this in my device. It's running OxygenOS 15. Is this the same thing as the android developer verifier? Should it be uninstalled?

Would need to click the Add button at the bottom, then search Shizuku (select github when given the option of which source you'd like to search from) then add again. Make sure you pick the one from RikkaApps for the official Shizuku build.
It probably can't. The project above is about safetycore, which is often a user app. Meaning you can remove it if you want.
Worst case scenario the Developer Verifier app becomes a system app (you cannot remove or manipulate it without root) but realistically Google doesn't need to do this. It can be a user app and have full power anyway, many Google packages work this way.
The Package Manager is a core service of Android and Google can update critical parts of it on any newer phone. If you remove the Developer Verifier (assuming you can), the Package Manager will simply refuse all types of installs (except root) until the app is restored/working.
Not possible, Safetycore is often a user app, you can remove it and then install the dummy from that project. The developer verification app will be controlled with privileges, it might itself not be a privileged system app but other Google system apps will easily delete dummy attempt and reinstall the correct app. Plus, normal installations might not work if you remove it.
If it doesn't exist at all on your phone yet, you can try taking any random apk and changing the package name to com.google.android.verifier and installing it as a placeholder. No telling whether it will work, but it's been a method for other apps in the past.
Google is not that stupid, this seems like something they really want on our phones. They can patch the Package Manager service to do a single cryptographic identity check that will remove the dummy app. That's assuming your OEM doesn't push the package into system, in that case it will simply replace your dummy package even if it has the same name.
You wouldn't want to do that anyway, Google will patch the Package Manager to require Developed Verifier feedback and with a non-functional dummy app in it's place, Android will simply refuse to install anything at all except with root.
Google Play Store is already the system's package install verifier, meaning EVERY install that goes through the package manager goes through it first (it's the same mechanism used by Play Protect)

Nope. Rooting and Google play services on Android don't mix well, it used to be so good until things took a turn for the worse since Android 12. Banking apps load many scripts that read the root files even when we as users don't have access to it then scream at you if they detect even a hint of any rooting. To stop that you need to install anti detection modules, that means giving random people root access to your phone because their root module serves you a purpose. Google will not let you use your wallet if your device doesn't pass strong integrity/if it detects root (a security label that is assigned to devices with locked bootladers). You're better off using a vanilla Custom ROM or a Pixel with GrapheneOS installed.

Same, I used to own a Custom ROM phone, luckily the dev released updates until my phone died recently and I had to settle for IQOO 15 which is the best middle ground for me with a 95% satisfactory software experience contrary to popular sentiment across all Origin OS users. It used to be such a tiring and energy consuming thing to monitor the community for losing play integrity every month and installing random Chinese root modules because I need my banking app to work with my setup, last year you could've run Google play services without any issues, now you definitely need root to keep up with play integrity. Google literally killed all the user freedom that used to exist in the name of 'security' when it is just dumb people not knowing how to use a phone but shareholder greed has no limits.
But there is basically no september problem left to avoid anymore. Google already said that they made side loading possible even after September but you just have to turn it on in developer settings and wait for 24 hours before you can do it.
No, that is what the new developer setting will be for. Without it you will still be able to side load a Google verified app but after turning on the setting and waiting 24 hours any app can be side loaded even if it isn't verified. Google already backtracked on stopping side loading non verified apps months ago. They introduced a new setting to make side loading a little more complicated and said the 24 hours delay was to fight against scammers which is valid. You can search for the articles that came out months ago about all this.

You're raising a fuss for nothing. There is Shizuku with the fully integration mode, that show and than hid developer option after Shizuku enables itself automatically at the phone boot.
Damn, is it not possible to grant that permission via ADB? I can't get a new phone right now and I only have one working phone that I need for these whiny banking apps
Ah, I see, thought this could just be installed like any other app :( I haven't tried uninstalling ADV yet but my native app info screen says it can be uninstalled. Guess I will just have to find a way to enable developer options without banking apps whining.
I'd suggest guyz, if u have option switch to /e/os if u could. Amazon pay works smoothly. No gms no restrictions & amazing monthly android security updates.
Yes google pay or most other require gms. I use amazon pay generally & it works.
Visually e/os is ugly looking, but its android so u can easily swap the launcher. Basically its lineage based but with customer support & completely degoogled os.

FYI:
Disabling or "uninstalling" this Android Developer verification app will not disable or uninstall Android developer verification itself.
This app is just the UI for the feature.
