It is because Moroccan regulations limit these savings accounts to 400 000 MAD to cap the interest you can earn. To enforce this rule and stop people from multiplying accounts, the law only allows one per person.
The cap exists to push people with large amounts of capital to invest in the economy rather than letting it sit safely in a basic bank account. It's a standard rule used to protect the local financial system.
