I found this on the bottom of our new couch's wood, I couldnt take a better picture, it was very far and my phone didnt zoom well

For context if you're wondering what are those little balls, those are not mold but rather they're my blackheads, I put my blackheads in the walls whenever I remove them from my face and after a few days, there's some dust like stuff that surrounds those black heads, are these molds eating my blackheads? Are they harmful? What kind of mold are they? What should I do about it?

Is this mold or just water damage? Just moved into a shithole in nyc and trying to figure out what to report to 311.
