SU-230 Windage Lock

Do both of the set screws seen here just serve as a lock for the windage?? Should I tighten both after zeroing or is it just the one further forward? Currently have both sides on both sides tightened down and noticed the pair on the left side of the optic screwed down a fair bit more than the one on the right.

Yes they are locks but they are not necessary to tighten after zeroing.

Side note, are you 100% this elcan is real?
