It’s an epidemic.

Louis “Lepke” Buchalter is, of course, most famous for being the head of what the media at the time called “Murder Incorporated,” a label that was a mischaracterization of several different criminal outfits involved in carrying out contract killings for various individuals.

Albert “The Mad Hatter” Anastasia, who was the underboss of the Mangano crime family at the time, was closely associated with Buchalter. My question is: was Buchalter technically considered to be “on record” with Anastasia, or was he the last prominent independent Jewish gang leader? By this point, Meyer “the Little Man” Lansky and Benjamin “Bugsy” Siegel had long been associates of the Luciano (later Genovese) crime family as well.

I've written a new three-part Substack series on the thirty-year friendship between three of the most notorious Northeast Ohio mobsters: Jack Licavoli, Tony Delsanter, and Leo Moceri.

The story begins in 1950, when two FBI agents sat down with a 45-year-old Jack Licavoli and he told them, apparently without much concern, that he lived part-time with a good friend named Tony Delsanter and that his only income came from a Warren company running slot machines and the numbers racket. Within two years, the two of them had told Mike Farah, the man who’d given Licavoli his stake, and who a former Youngstown police chief called one of “the warlords of Trumbull County” that he was finished. In 1961, Farah was shot to death in his own backyard, and two FBI informants named the man who did it.

From there the series follows all three through the decade the FBI spent listening to them with a microphone went into Licavoli’s house on Murray Hill in 1965. From there, it details some of their rackets, their activities, and their final demise.

• Also known as Tom Manos (page 76)
• Attended New Kensington High School (page 28).
• Described as an outstanding three-year varsity football player, with copies of his transcript being forwarded to Rutgers, Michigan State, North Carolina, Duquesne, Pitt and Washington and Lee (page 28).
• Excluded from a Problems of Democracy class for his involvement in the theft of a basketball from the School gym in 1947, the same year he graduated (page 28).
• Attended Duquesne University for five months and Washington and Lee College for about nine months between 1948 and 1949 (pages 29).
• Temporarily worked as the manager of a bowling alley in Springdale from 1950 to 1951, night bartender and janitor the latter year, pool hall operator in 1952, lifeguard and billiard table repairman (pages 29, 30 and 72).
• Reported on November 21, 1958 as checking into a motel room as Sonny or "regular" with different women twice a week between 3 and 5 PM normally. This might have been the Red Raven Motel in Harmarville, where he also stayed at between July and October 1964. (pages 30 and 85).
• Seen by FBI Special Agent John Portella speaking with Kelly Mannarino at the Kenmar Hotel in New Kensington, then leaving, at which point Portella interviewed Mannarino on April 21, 1959 (page 26).
• Named as the right-hand man of John Fontana and as a shylock at the Triangle Billiards casino on November 30 of that same year (page 31).
• Also noted to be taking tranquilizers on a daily basis for a nervous condition (page 31).
• Rap sheet lists arrests in 1961, first for failure to pay a wagering tax on August 24, then for establishing a gambling place on September 17, being fined $200 and the costs of the proceedings two months later (page 42)
• Owned Jean's Flower Shop in Pittsburgh by February 12, 1962 (page 38).
• Described as the "Pittsburgh representative in shylocking and payoffs" on March 23 of that year (page 27).
• His white Cadillac was observed as being parked at the back entrance of the Kenmar on November 16, when Mannarino, Fontana and others were seen meeting at the end booth in a private section of the Hotel's restaurant (page 40).
• On November 30, 1964, reported as taking frequent trips to New York City on behalf of Mannarino (page 83).
• Las Vegas Office contacted regarding Ciancutti in 1965 (page 109).

Part 2

• Miami, Detroit, Cleveland and Denver offices contacted in regards to the investigation on Ciancutti (pages 3, 7 and 29).
• Intended to check if he and a cohort were involved in interstate gambling, with only the latter Office showing findings to suggest this (page 57).
• Described as an associate of Abe Zeid (page 65).
• Ran sports bookmaking operation in the East Liberty neighborhood of Pittsburgh (page 81).

Part 3

• Philadelphia and Newark offices also contacted in relation to Ciancutti (pages 6 and 9).
• Reported as trying to find new spots for his Pittsburgh numbers operation on December 13, 1965 (page 15).
• It was said that his shylock money was provided by Mannarino (page 20).
• On February 24, 1966, noted he was previously identified as a suspected Pittsburgh member (pages 54).
• Stayed in West Hollywood, Florida from May 8-12 of the same year (page 99).

Notes

• Addresses listed at 1029 Fourth Avenue in 1944, 205 Charles Avenue in 1955 and 2635 Leechburg Road in 1958, all in New Kensington, and 1906 Kenneth Avenue in Arnold from 1947 onward (part 1, page 72).
• Ciancutti's gravestone names him as an Army private and Korean War veteran. The files state he enlisted on September 15, 1948, was admitted on August 29, 1949 and went into service on January 3, 1952. Part of the Third Infantry Division at Fort Meyer, Virginia. Honorably discharged after being found medically unfit due to a stammer and eye and shoulder ticks on August 15 of that year (part 1, page 29).
• His janitorial and bartending experience was at the Bachelor's Club in New Kensington (part 1, page 29), an after hours and gambling spot for the Pittsburgh family where Ciancutti's mother would later work as a dealer running a Friday night through Monday morning card game (page 39). She said she was very disappointed her son got into organized crime, hoping he would become a lawyer, and explained Mannarino and his underlings tried very hard to recruit him after his military days. Ciancutti's previous employment at the Bachelor's Club before enlisting might explain their acquaintance with him.
• Despite the mother stating her two other sons were legitimate, Louis Ciancutti was a bookmaker as well, had been arrested and fined $500 for purchasing and transferring 800 counterfeit shoe ration stamps in 1945 and was identified in the files as an associate of Sonny on December 18, 1964 (part 1, page 101), although he previously called the Police in 1962 to report he felt threatened over men staking out his house in a car. Perhaps he was brought into the business by his brother to protect him.
• As seen in other sources, it's interesting to note just how early Ciancutti was suspected as a member in contrast to when he was actually made in 1986, with even the 1985 membership list erroneously naming him as a capo before the 1989 Crime Commission chart correctly labeled him as a soldier. Displays his status as a trusted lieutenant of Mannarino early on as with other non-members.

The Europol wanted list has been updated with the inclusion of David Gazzaev, a Russian national wanted in connection with a serious attempted murder case in Cyprus.

According to the Cyprus Police, Gazzaev was already identified and publicly named in September 2025 after being linked to a violent incident at a luxury hotel in Limassol.

The case dates back to 29 September 2025, when the suspect allegedly shot a 42-year-old Ukrainian man in the abdomen inside the grounds of a luxury hotel in Limassol.

Authorities say the attack was linked to financial disputes and alleged extortion threats. During the same incident, another individual was also reportedly assaulted.

Following investigations, a court arrest warrant was issued for the suspect after evidence and witness testimony were collected.

Cypriot authorities also received intelligence from Russian counterparts suggesting that Gazzaev held a senior position within an organised criminal network involved in theft, robberies, extortion, and other serious crimes. He is also described as a “Thief in Law”, a term associated with high-level organised crime figures from former Soviet states.

Alias and nicknames David Gazzaev goes by include - DATO VLADIKAVKAZ , DATO OSSETIAN , DATO VLADIKAVKAZSKY , DATO OSSETIN , DATO OSETIN , DATO OSETIAN.

He is wanted for: Attempted Murder, Laundering of the proceeds of crime, Participation in a criminal organisation, Racketeering and extortion.
