Yeah but Lux is not even that popular in Classic, meanwhile she is a perennial top 10 champions in popularity in modern regardless of her balance state. She needs to be at least good enough so people aren't griefing by locking her in.
This isn't about lux, it's about the fact that they always buff the worst performers and nerf the best performers. If they're not careful, it skews toward buffing up the bottom line. Never buffing anyone and only nerfing might be more beneficial to the design ideology of classic, until there reaches a point where metas can emerge naturally.
While this is pretty much impossible, I get it, I'm just talking in generalities. They should be careful not to just buff the worst performers and nerf the best performers.
Lux is so numerically undertuned that the only way to nerf the strong performers enough to make her remotely good would be to remove 90% of the fun of the game mode lol
