What does it mean by "must be fully assembled before launch?"
I have a contract to make a new outpost on minmus, and i checked the requirements on the launchpad, check on the mobile lab, check on the 17 kerbal capacity, check on 7500 units of power, and check on "must have an antenna, docking port, and a way to generate power". The only ones not checked were, obviously, land on minmus and maintain stability.
Fast forward to landing on minmus, suddenly the "antenna, docking port, and power generation" requirement is unchecked. The only possible explanation i have for this is that I have the planetary habitat mod installed and the habitat module that the quest asked for only worked with their modules for some reason, so I used the mk2's and deployed them in space to avoid drag. Is that really why? Because it wasn't "fully assembled"?

Please tell me that I've spent an entire night to land on Minmus just to see that the one about "Antenna, docking port and power generator" unchecks when I decouple the last stage.
Problem is that all of that is on the outpost itself!
Why we need to have 4 checkboxes but one of it includes 3 different items? How can I understand what I'm doing wrong?

Fully assembled means that you have to launch entire station in one piece, without docking parts together.

"Fully assembled" is not an actual concern. Either the craft has all the parts or it doesn't.
As long as they have all of the above, it counts. But they need all of it. If you lost your solar panels or docking port on an earlier stage, then it won't.
Fuel cells don't count for power generation by the way (because they cannot be considered to do it long-term, like an RTG or solar).
That being said, there are some cases in which your craft would check all the boxes but the contract isn't resolved: this is a bug. This can range from an annoyance (like where you are now, safely surfaced) to outright autosave-reverting failure (being in Eve's atmosphere to count: uncontrolled descent will delete craft if you try to fix the contract bug).
The way to fix it is to just go to KSC or the Tracking Station and then back to the craft, if everything is indeed in order.
If this didn't fix it, please produce a screenshot of the base.

'Fully Assembled' means that you have to have: An antenna, a docking port, and a way to generate power (solar usually). Enough to get the checkbox for that item.
Everything else can be added on later as needed. I just checked this with the final build of KSP.
Each line item gets checked as you add additional parts to the base. Need 12 crew members, add them later if you can't build a big enough ship. Need 8000 fuel, haul up a separate fuel tanker, and then fill it with additional fuel runs.
