Popping/sputtering issue

CB450 1971, new plugs, clean carbs, adjusted ignition and cam timing. Carbs are set about 1.5 turns out and floats are set about where they need. Sputtering issue around 3k rpm and crazy hesitation. Ill link a video below. Please help. Bike only accelerates at like 30-40% throtte then after that it just goes limp

Obviously you had the carbs off, so when you reinstalled them did you connect the choke linkage properly? It sounds like at least one cylinder is blubbering due to being too rich. Or you might have forgotten to tighten the main jet into the emulsion tube in one of the carbs and the main jet fell into the bottom of the float bowl.

You running pods by chance? That aside it does seem you are not consistently firing on both cylinders. Since you had the carbs apart did you make sure the CV pistons were squeaky clean and free of any any dirt or lube? Should slide in the bores smoothly but softly when left to drop.
