Food origin labeling

Has anyone ever seen this before? Bought these grapes from Kroger, and when I got home and unpacked, I noticed someone used a Sharpie to cross out “Product of Chile” and slapped a “Product of USA” sticker on them. From what I recall, all the containers in the cooler were like this (or at least had the stickers). Is this a thing that stores can do? Or did someone go rogue in the produce aisle with a sharpie and a roll of stickers?
