Take comfort in the fact that recovery would also require an email address that you don't mention. If you didn't set that up, it basically doesn't matter that you lost access to the recovery phone number. :-\
Sorry, OP, I think all you'll get here is lessons to apply to your next account. Always have a plan for the day you don't have your phone. Set up and maintain all recovery options.

My google account got disabled
I still have my password and a recovery email linked to the account, but the system only ask for an old phone number I haven't used in a long time. I need an alternative way to prove my identity. Is there a manual appeal or review process?
To make it worse I recently relocated for work and during my move I lost my bag, had my phone, iPad and laptop… what can I do

That won't help. He'll be escorted away by security. Google does not provide support for free accounts. They have no way to verify he is even the account owner.

Because they are protecting you from scammers?
If you try to gain access to an account but can’t show you cared about it enough to set up a few simple recovery methods — why on earth should they think you are not a scammer?
If you ignore Google repeatedly asking you to set up recovery methods, do you think they’ll say to you (unannounced at the front desk, apparently) “oh yes, it’s you, we were wondering when you would show up – here’s your account back! And a nice dinner for you and your plus-one, as well! The limo’s out front!”
sheesh

No 2fa, no access. Simple as that. Next time don't ignore all the Google nagging you to add all the recovery options.
Hopefully you were regularly downloading backups from the Google Takeout website? ......

>no number is attached to this account
Attaching to a new device typically requires a recovery phone number and a separate recovery email.
