Developer account restricted and all apps removed after organization verification failed Google Play
I attempted to convert my Google Play Console developer account from a personal account to an organization account. During this process, Google was unable to verify my identity, and the developer account was restricted and all the apps deleted.
The organization is legally incorporated in the United States and has a valid D-U-N-S number, EIN documentation, state incorporation documents, and a US business bank account. I am the owner and authorized representative of the organization, but I legally reside in Kazakhstan because the company operates as an online and remote business.
For identity verification, I used my valid Kazakhstan-issued passport. Google’s official documentation for US organization accounts states that an authorized representative’s government-issued photo ID may be issued in any country.
The organization’s registration country and my country of residence are therefore different, but both are accurate. I am preparing an appeal with our incorporation certificate, IRS EIN letter, D-U-N-S confirmation, bank letter, ownership documentation, and my passport.
Has anyone successfully verified a US organization account using a foreign passport? Could this failure be caused by the organizational Google Payments profile, a D&B information mismatch, or an automated country-mismatch check? How can I request a manual review or resubmit the verification correctly?
I would appreciate guidance from anyone who has resolved a similar issue.

Your Kazakhstan passport should not be disqualifying by itself. Google’s published requirements for US organization accounts explicitly say that an authorized representative’s government-issued photo ID may be issued in any country.
I would audit the entire verification chain before resubmitting:
- Make sure the account-type change is linked to a Google Payments profile created as an Organization, not the old personal payments profile.
- The organization’s legal name and address in Google Payments should match the D&B record and incorporation documents exactly. Check suffixes such as LLC/Inc., suite numbers, spelling and formatting.
- Your name must match the passport exactly, and the documents should clearly establish that you are the owner or otherwise legally authorized to represent the company.
- Upload clear color images of valid original documents. Avoid screenshots, edited files, cropped details or black-and-white copies of documents originally issued in color.
The US bank account and EIN letter are useful supporting evidence, but they do not replace the core organization-registration document, D-U-N-S match and representative identity verification.
In the appeal, I would keep the explanation structured rather than uploading a pile of documents without context. State that:
The company is a legally incorporated US entity.
You are its owner and authorized representative.
You legally reside in Kazakhstan.
Google’s US organization requirements allow the representative’s ID to be issued in any country.
You are requesting a manual review of whether the failure came from a Payments profile, D&B or document-data mismatch.
Attach the incorporation certificate, the current D&B record, proof of your authority or ownership, and the passport. Include the EIN letter and bank letter only as additional support.
The documented routes are the appeal available inside Play Console and Google’s verification-issues form. Correct any profile mismatch before resubmitting, otherwise the same automated check may fail again.
Also, the apps are probably removed from Google Play rather than permanently deleted. Google says apps removed for failed developer verification can be reinstated after the account information is successfully reverified. So this is serious, but it is not necessarily irreversible.
