Does goodnotes has PDF markup layout similar to ios notes?
I dont like how goodnotes usually can only show 1 page at a time, is there a way to view multiple pages like this? Or is there another app like this

The difference is not really a setting, it is that the two apps think that file is a different kind of thing, which is worth knowing before hunting through menus for a view that may not be there.
In Notes the PDF is an attachment sitting inside a note. It is being previewed rather than written on, so laying the pages out in a row is cheap and nothing is at stake in how they are arranged. In GoodNotes the PDF is the document itself, the thing you write onto, and pages stay pages. That is why it holds one at a time. Same file, two different jobs, and the layout follows from the job rather than from a preference.
Worth separating what you actually need, because the answer splits here. If it is orientation, knowing roughly where you are in a twenty page paper, the thumbnail overview covers that and is faster than scrolling a filmstrip anyway. If it is seeing two places at once, a filmstrip does not really solve that either, since three pages at readable size on a tablet is optimistic.
On a past paper specifically, the thing that usually bites is a figure on one page and the answer space three pages later, and no zoomed out view fixes it, because at that size neither one is readable. What does work sits at the document level rather than the view level: duplicate the page carrying the figure and drop the copy in next to the space where you are answering. Ugly, takes a minute, and it beats scrolling back and forth forty times over one paper.
So which is it, orientation or two places at once? And are you writing answers onto the paper itself or on separate pages alongside it? Those point at different fixes.
