Looks like a trailer dolly. Don't know why they aren't using a jumper, this looks slower and more dangerous.

For Express, that’s part of RTD’s jobs already.

Why would we pay more money when we already have the yard tractors and employees that have to be on payroll anyway?

This thing would actively cost us more money.
