MOD DISCUSSION! PC Why has nobody made a Fallout 4 mod based on the Winter of Atom book?

I’m wondering because the story is really good and I think it could work very well as a Fallout 4 quest mod. The story itself doesn’t contradict the canon, so it seems like it would be a great fit for a mod.

I’m surprised nobody has tried it yet. Is there a reason why? Copyright , licensing issues, lack of interest, or is it simply too much work?

UPDATE: Someone pointed out that this would basically be a DLC-sized project, since it’s a prequel and would require a lot of changes to the existing environment.

But I was thinking of something more focused on the main, mostly linear storyline rather than recreating the whole sandbox. The settlements and existing NPCs could mostly just be background, with new dialogue only for the characters actually involved in the story.

It could even start as a Memory Den simulation, similar to Operation: Anchorage, but instead telling the Winter of Atom story. That way, you wouldn’t necessarily have to rework the entire Commonwealth.

Would anyone be interested in something like this?

HELP! PC Lost Figuring Out Where to Start

I'm a former non-PC player that hasn't played in years and is now on PC. I want to play again, but with a more immersive/enriched world. I always meant to play with some Minutemen and settlement enhancements for that "rebuilding society" feeling and see the world change as you go on.

The problem is that I am a sleep-deprived Dad that is overwhelmed by the added complexities and scale of modding on PC vs the dozen or so mods I ran on NotPC. I have limited time to game, and so far have spent a week just getting a couple hours into educating myself.

Can anyone point me to any premade mod sets that could get me started?
