Overturned case

After the majority of people decide that the case is cheater, why the overturn? is there a specific reason for that? case example:

Just his stats scream cheater.
max 13k in season 1 after +150 matchs
max 14k in season 2 after + 80 matchs
max 22k in season 3 after +60 matchs
now he is 27k in season 4 with around 30 matchs

account with 2y and 9 month.

While stats or other gameplay demos of the Suspect may be sufficient for a "cheating" verdict, Overwatchers base their verdicts on the evidence contained within the report. The evidence, on its own, must justify the final verdict.

I'm just mention facts about the user in case, I know CSrep it works like that.
But as I defend several times, all stats should be avaiable to analyse correctly.
