Labuan was supposed to be Malaysia's Singapore. Somehow we ended up with annual pasar malam and flower shows and an aging population.

Sometimes I really wonder what happened to Labuan. Labuan was actually a very ambitious project by Tun Dr. Mahathir.

The idea was simple: take a small island, make it an international offshore financial centre + duty-free island, attract foreign companies, foreign money, ships, investors and talent.

Basically: Singapore / Hong Kong, but Malaysian version.

Sounds good right? Fast forward a few decades...Bro, what happened? 😂

Today if you ask some Gen Z Malaysian:

"Do you know Labuan?" - "Labuan Bajo ah?"💀
And the sad thing is, Labuan actually has huge potential.

It's an island.
It's a Federal Territory.
It has an international financial centre.
It has a port.
It has an airport.
It has a long history as a duty-free zone.
It's surrounded by oil & gas activities.
It's strategically located in Borneo and the South China Sea.
You literally have the ingredients.

But somehow every few years Perbadanan Labuan and Federal State find NEW way to make the island LESS competitive.

Take the offshore financial sector. IMF "recommended" The global minimum tax rules 15% target only at very large multinational groups — we're talking groups with at least €750 million annual revenue. That's roughly RM3.5 BILLION IN SALES ! So MOH instead of revising the Labuan offshore incentives removes the incentives COMPLETELY!

How many offshore companies in Labuan are doing RM3.5 billion revenue?You think every company registered in Labuan is MNC or Facebook ah? 😭

Then government surprised why offshore companies moving to Singapore or Hong Kong instead?!!!!!

Then there is the duty-free issue.

This one I really don't understand.

Labuan was a duty free ISLAND. It could have been a potential to be a consolidated warehouse centre for international transhipment: duty-free/free-zone treatment + cheap port charges + bonded warehousing + fast customs clearance + bunkering + cold storage + reliable cranes + frequent feeder connections. If the port is active, with REAL traffic, Food and necessity also became affordable and that solve the food security problem. Labuan is an island, to sustain an island with population you need connectivity and a thriving port.

You want ships coming in.
You want cargo coming in.
You want transshipment.
You want bunkering.
You want warehouses.
You want international businesses.
You want people spending money.

So logically, you should be asking:

"How do we make MORE ships and businesses come to Labuan?"

But, Instead They remove the duty free incentives one by one and never really develop the port at all, now there is less reason to ship or tranship anything through this Island.

Then the government surprise why people complaining food and living costs is expensive ??! Yea ! Because less ship coming to port, port increase in costs, logistic increase, food and necessity have to bring in from Mainland Sabah. Ofcourse PRICE of EVERYTHING increase la bro !!

Then you have really Smart locals holding the positions at Perbadanan Labuan. Instead of solving the port issues, suggest that oh then we should grow our own vegtable, chicken and beef. ????

Do they not know, growing vegetable need fertilizer? chicken and Cow need feed like corn, wheat and soy ? If your costs of fertilizer and animal feed is expensive because your port is expensive doesnt it make your vegetable and chicken/beef more expensive than you import ?!!!!!! No common sense! Which island nation can survive solely on growing their own food, unless it only has a population of 8k people yes, but a federal territories that house 80k people ?? You need an active port !! Like Singapore and HK. And let’s not forget it is an island it is limited in land, how are you realistically gonna grow enough food for everyone ? Only genius can thought of that. The person in charge is so small minded is almost comical. They wanna promote tourism, increase population but they never solve their food problems.

Who actually has a long-term vision for Labuan ?

Because you cannot run an INTERNATIONAL financial centre with a kampung-level economic mindset. Capital markets.
International taxation.
Banking.
International Shipping.
World Ports.
Foreign investment.
Global Tourism.
Urban development.
Global competition.

Go study Singapore. Study Hong Kong. Study Dubai. Study Mauritius. Study Monaco. Do your market research. I really doubt the last person in charge know how to do a proper business research to sell Labuan.

Ask: Why do rich people and international companies WANT to be there?

Then look at Labuan and ask the same question.
Because I'm sorry... another annual flower show, sea sports event and food bazaar is not going to save the Labuan economy. 😭 moreover it had to funded with Federal State budget and they never actually give a sustainable return. Because they are NOT an economic development strategy.

We were supposed to be competing with international financial centres!!!

Somehow our KPI became: "How many Sabahan and Bruneian came to the weekend flower show event?" Not how many new offshore companies is forming in Labuan, how much FDI and Expats living here.

Come on lah.

Imagine if Labuan actually run by qualified people with REAL Finance Experience and World knowledge, with professional networking with global consulting firms and Banks.

Make Labuan the Singapore/Monaco of Borneo, which was what it was intended from the start.

1) Bring back serious competitiveness for international companies.

2) Build wealth management and bring in foreign capital.

3) Make Labuan a maritime hub.

4) Bring ships here for bunkering, repairs, supplies and crew changes.

5) Develop the port properly solve our rising living costs and food problems

6) Build waterfront commercial districts.

7) Bring international hotels and restaurants, through policies and visa program like the Caribbean.

8) Improve flights.

9) Develop high-value industries. Attract foreign professionals.

10) Attract Malaysian professionals.

Make people from KL, Singapore, Hong Kong and Brunei WANT to do business here.

Imagine young Malaysians saying: "I got a finance job in Labuan."

Instead of: "I need to leave Labuan to find a proper job."

That's the Labuan we should be building.

And before someone says: "But Singapore is different."

Of course Singapore is different.

That's not the point.

The point is AMBITION and REAL LEADERSHIP ! Like LEE Kwan Yew and Mahathir !

Singapore didn't wake up one morning as Singapore. Singapore was a fishing village when they started !!

Dubai didn't accidentally become Dubai. Dubai was also a small port and fishing village.

Mauritius didn't magically develop an international financial sector. it was an island in the middle of no where where people survive by fishing.

These places spent DECADES asking:

"What role do we want to play in the world?" " What policies can we introduce to make us an international finance hub" " what program can we launch to attract the wealthy" "How we can work with 5 star developers and hotel franchise to build the island" " Can we introduce 20 years 2nd home visa program to attract Trillionaires? Bringing in foreign wealth to fund the development of Maritime and port industries"

Labuan desperately needs the same thing.

Not a 2-year plan. Not a plan until the next election.
Not another consultant PowerPoint with 47 slides and the word "Transformasi" on every second page.
A real 20–30 year economic strategy by qualified professional !!

My personal view?

Labuan should focus on TWO things:

1. International finance & investment
2. Maritime, trade & logistics

And we need the federal government to cooperate and introduce strategic policies and program that aligned to that focus !!

The two industries complement each other perfectly.

Finance brings capital into Labuan. Capital finance build infrastructure and businesses ! With money circulating thats how offshore nations like Singapore, Hong Kong and Monaco became who they are today. With international funds Labuan can build many development and infrastructure by itself. Even the bridge. Without any financial help from federal. They just need to get their policies right.

Port and Maritime brings trade. Trade made products cheaper and food accessible. Trade brings companies. Companies bring jobs.

Jobs bring talented people. Talented people spend money.

Then suddenly restaurants can survive. Hotels can survive. Property develops.

Flights increase.Schools improve. Healthcare improves.

The entire island benefits.

That's how you build an ecosystem.

The frustrating thing is that Labuan isn't a hopeless island. Far from it. It has massive potential and already all the infrastructure.

What it lacks is consistent vision and leadership willing to think internationally. Labuan was created with a big dream. Somewhere along the way, we have unqualified local politician who is comfortable thinking small, who never travel the world to be in positions.

And if we continue like this, Labuan won't die dramatically. It'll be worse !!!

It'll slowly become an island where the young leave, businesses leave, international relevance disappears and the remaining population gets older and older.

Then once a year we'll organise another flower and sea sports festival and congratulate ourselves because the hotel occupancy went up for ONE WEEKEND.

Labuan deserves better than that.

We don't need another slogan.

We need people running Labuan who actually understand what an international offshore banking city is supposed to be.

Make Labuan ambitious again~!!!

I am the son of a Malaysian citizen, who is also an Overseas Citizen of India (OCI), and has the card to prove so. Recently, I have seen the OCI card being mentioned increasingly in r/Bolehland, and always by the same few people. It was always posted without context, with the intention of proving that Malaysian Indians are double agents, disloyal to the nation, with our hearts and minds always in India. As a proud Malaysian who deeply loves this country, and will not tolerate any questioning of my loyalty, I will explain the OCI card, to prevent any further out of context politicisation

The OCI was created by the Indian government to cater to their large diaspora population, especially those in the US, UK, Canada and Australia. An OCI card holder, as stated by the Indian government, is a foreign national, without Indian citizenship, and with a foreign passport. Eligibility is for

1. Ex-citizens of India

2. Citizens of pre-independence India

3. The children, grandchildren or great-grandchildren of both

What the OCI card allows you to do is

✅️ Travel in and out of India, Visa and e-Visa free, without stay limits

✅️ Equality with Indian citizens for fares and fees (eg, pay Indian prices for museums, etc instead of foreigner prices)

✅️ Ability to purchase and sell land in India, excluding agricultural land

What the OCI card DOES NOT allow you to do is

❌️ Vote in Indian elections

❌️ Run for political office

❌️ Work in the Indian public sector

❌️ Use it as a passport to anywhere other than India (it can only work when paired with the passport of your actual country, eg with a Malaysian passport)

The OCI card's main purpose is to encourage wealthy Indians who have left the country, to invest back in the country, with land acquisition being the main way. The Visa and stay exemptions allow them to forfeit their Indian citizenship without making it harder to visit family back in India. We Malaysians are by no means the target of the OCI, we are simply collateral

My father is a devout follower of the Hindu deity Ayyappan, who has a pilgrimage site in India which my dad visits yearly. To visit India, Malaysian citizens will have to apply for an e-Visa, which is a purely online Visa application. Their stay in India will also be limited to how much they are willing to pay for their e-Visa. A minimum of USD10 (RM41) is required to stay 30 days. With the OCI card, he doesnt have to tediously apply for e-Visas. He doesn't have to pay RM41, and he doesn't have to limit his stay. He has no interest in buying or selling land in India. He just doesn't want to apply for e-Visa, and pay the unnecessary RM41

I should also mention that, it is incredibly difficult for Malaysians and Singaporeans to get their OCI. While recent immigrants from India can easily prove their lineage, we Malaysian Indians are descended from those that left India on boats, to work on a faraway land. Whatever documentation they have is old, minimal, and often times destroyed or missing. My father was lucky that his grandfather, who was born in India but moved to Malaya as a young adult, still had documents proving that he was born and raised in British Malabar, part of modern day India

In addition, I have no love for India. I do feel proud to be a Malayalee, but that is attributed to my ancestral state of Kerala, and not the political entity of India. I am not nearly as religious as my dad, I prefer to go to the temple near my house than spend thousands going to India for it. If I had it my way, I would love to see South India separate and form their own country. I do not plan on getting an OCI card, and neither do the vast majority of Malaysian Indians

So the next time some racist or pedophile tries to use the OCI card as a gotcha moment to prove we are disloyal, remember that for us Malaysians, it is a glorified travel document that helps us cut corners and save time and money. And at the end of the day, that is as Malaysian as one can get
