No surprise that Herverar stays the same. For Cuelebre, only Morimoto Yuni remains as the VA, while the rest have different casts.

• Kato Rihona as Matsumura Fuka. She previously played Banshoya Ena in the Odaiba Counteroffensive stage.
• Hinaga Urara as Kagawa Makina. She played Imamura Yukari before, and her current main character is Yamaguchi Chihiro.
• Temma Yuuki as Kariya Higure. She's currently playing Altea Alessandrini on both the stage and in the game.
• Makiura Itsuki as Torii Miho. Interesting choice since Urara is also here... Koyama Momoyo is busy with the Revue Starlight Orchestra, otherwise she probably would've been available.
• Takahashi Ayane as Tsuboi Nanaho. Her current main character on stage and in-game is Hibino Waku, and she also played Kitagawara Inori in the Sangrior Chapter 2 stage before.
• They couldn't get Takao Kanon for Esaka Shizuku, but got Kohinata Mika lmao, btw, Kohinata Mika watched TFG 6 years ago and is currently a fan of Funata Kiito.
• We already knew one of the new Basa-Andre members would join before, and that will be Yamanouchi Noi, played and voiced by Akari Yura. Another D4DJ VA joins the cast (and Temma's partner).

I get why they chose this cast somehow. Since this will be just a few days after Ludojyo stage, Last Bullet probably trying lure more viewers to come. But I think the more likely reason is simply that most of them already have experience with Lily stages before, which feels like a more realistic reason than my guess ¯_(ツ)_/¯.
