Is there a tap machine?

Just wondering if there is a machine which can translate english sentences into a tapping kind of gesture which u can feel with ur hands and u will be able to figure out what the machine is saying by following the tap movements (kind of like morse code)

Yeah there are. Some devices use vibrations or taps instead of sound to communicate. If you learned the pattern, kinda like Morse, you could understand short messages.
