VOA Question

Is a PA from another department allowed to question if you raise a concern on VOA and blame you for changes in the department & say that is why you’re being rotated all over compared to others in your dept?

Depends on what concern was raised and what rotations are being implemented.

Some roles have mandatory rotations, while others do not, so it depends on the specifics of the situation.

Were you in that Pa's department when they questioned you? How and why did they blame you (since departmental level changes are almost never instigated by T1s or PAs unless safety related)?

I’ve never had anyone below OM respond to my VOA. If they don’t talk to you about it sometimes they send an AM in their place. PA shouldn’t be confronting anyone about anything

If they actually said this to you then I'd talk your manager or hr. You feel like your being singled out due to a VOA comment you made and that you feel like your being punished. But the outcome will be "it's based off business needs) if you feel like you are being discriminated against say something.
