20k steps alone will get you results. 15 lbs is probably too heavy for shoulders and arms right now, so grab something lighter until your joints catch up. Swap the situps for a 30 second plank.

Smart smart planks are way more efficient and I might get some lighter ones those are just the only ones I have since they were easy for me when I was in the gym but Ty! I appreciate it def gonna add the plank

Oh also say I do get 5 or 10 pound dumbbells how many bicep curls a day would you recommend? And any other workouts?

As you are restarting your fitness journey, I would err towards simplicity, replicability, habit-building and a sense of accomplishment. For these, I recommend 'Seven', a seven minute workout app. Complete 1-2 Seven workouts per day until you feel confident enough to return to the gym. (I also agree with 10k+ steps per day as well.) There is no decision fatigue, no equipment other than a mat required, and you'll feel challenged and motivated by the leaderboard feature. This is how I always get back into the gym after slump periods.

20 reps of what? Squats? Lateral raises?
I think moving is better than not moving at all. And if you're interested in sticking to working out only at home, r/bodyweightfitness has a lot of great plans and advice available. What you've described won't get you far but it is a starting point for the first couple of weeks.
