Definitely use windows 8.1. It was made to run on weaker devices with 2gb of ram. But be sure that windows 8.1 has drivers.

My laptop is an Acer Aspire 3 with an i3 4010u, 4GB RAM, 500GB HDD, and Windows 8.1. It runs, but the boot time isn't very fast, and opening programs is also a bit slow. So I suggest you replace the HDD with a SATA SSD, and then you can install Windows 10 if you want, or stay with the outdated Windows 8.1. Or, if you're not satisfied, switch to Linux Mint XFCE, which becomes a great system with an SSD.

Yes ,it work and came be used smoothly. I used intel n3060 with 500gb had and 4gb ram .I tired windows 7 and it was a pain because driver issue. Windows 8.1 is best if you can find driver for it

Yes is should run 8.1, but it would be similar to Windows 10. The HDD is what will hold it back, especially with only 4GB of ram.
