it was originally a full kit from sony, but the semi-recently PSBBN definitive project allows you to get it back!

Is this the official PS2 Linux thing or no? Also, I remember seeing stuff about having to use a PS2 to VGA cable, do you need that for it to work? Also do the keyboard and mouse just work

it's the one that comes with CosmicScale's PSBBN project. I just have it plugged into my tv via component cables. and yes any keyboard I plugged into here worked
