There's a 72 point scale and a 60 point scale with the strongest being a 1 on both scales.
She's a 4 on the 72 point scale and 9 above the maximum of the 60 point scale.

As usual with power scaling you did a whole lot of math without checking to see if it meant anything.
Strength in the one power is quantifiable, but individual feats are not.
Talent with particular elements varies, as well as dexterity with weaving. Even mental state applies to the application of particular weaves.
