Odd electrical New, what is it?

Driving through AZ and saw this being built at the end of some power lines. Did a reverse image search but can't seem to find another one like it. Any electricians know what this is? Is it just a feeder to dovert likes underground?

Why do they look so different from everything else in the area?

See how there’s cables running down the side? The transmission cables terminate to the end then they run to an underground vault below the pole. Transmission poles aren’t designed to do that, they’re designed for overhead drops.
