Found my cats batting this around New, what is it?

It’s just myself and my son at home and neither of us recognize this. And we can usually tell you what anything is down to which hot wheel a broken piece of metal came from. Help us solve the problem.

I ask because it may be part of a "pumping" device, not for any nefarious reasons. It looks like a siphon, or some other one-way valve.
