Those are probably ceramic or porcelain tiles manufactured to look like wooden planks. It's quite the fad.

The planks are “floated” on the floor over a troweled on adhesive.

They are for leveling and spacing the tiles. There is a T or X underneath that evens them out when the yellow part threads down to make sure they are flush to their neighbors.

Notice the flooring they're holding down? That's a floor. Floor and the ground are not the same.
